TERMS OF REFERENCE: NATIONAL TECHNICAL ADVISOR- POLICING &TRAINING AND CAPACITY BUILDING
SOMALILAND SECURITY PROGRAMME
BACKGROUND AND CONTEXT
The UK Government’s engagement in Somaliland has the overarching objective of increasing Somaliland’s security and stability, increasing the transparency and accountability of government institutions and ensuring Somaliland is a constructive partner to the UK and supportive of HMG objectives.
NATIONAL TECHNICAL ADVISOR
The National Technical Advisor will work closely with the International Police Advisor to deliver the following SSP outcomes:
- The Somaliland Police, Army, Ministries of Interior and Defence have adopted leadership and management approaches that result in improved ability to deliver their strategic objectives in a manner that enhances civilian oversight.
- The Somaliland Security Sector is better able to disrupt domestic terrorism and effectively investigates, prosecutes and sentences offenders in terrorist cases in a Human Rights complaint manner.
The Advisor will also collaborate with the National Technical Advisor – Community Policing, and Lead Advisor, Community Security and SGBV in providing support to the Somaliland Police.
ROLES AND RESPONSIBILITIES
The following will be the responsibilities of the Advisor:
Policing
- With guidance from the International Police Advisor, support the development of Somaliland Police in line with the workplan developed by the International Police Adviser;
- Undertake research and produce detailed and precise reports and documentation, based on local knowledge, as required for the delivery of the workplan;
- Identify key personnel in Somaliland Police and elsewhere to enable engagement and delivery of the workplan;
- Undertake fact finding activities that are needed to deliver the workplan;
- Support the International Police Advisor in engagement with key stakeholders, including facilitating access, arranging meetings, interpreting and recording proceedings
- Collaborate with other Advisors to ensure that programme planning and implementation is integrated.
- Maintain effective communication with the International Police Adviser on progress against targets in the workplan and related activities.
Training & Capacity Building
- With guidance from the Lead Police Adviser and the Community Security and SGBV Lead, support the implementation of training and capacity building initiatives
- Design and deliver appropriate training sessions in support of SLP and Community Policing initiatives;
- Deliver trainings for community policing initiatives in Hargeisa and other areas in Somaliland
- Provide weekly updates on the progress of the programme, highlighting any unique challenges and learnings;
Skills and Qualifications
- A degree or post-graduate qualification in a relevant field (policing, criminology, social sciences, training
- A Somaliland national with at least 5 years’ experience in training and capacity building
- Experience in policing or demonstrated consultancy in policing and/or security environment
- Knowledge of human rights;
- Demonstrated experience in designing and delivering training and experience in capacity building
- A self-starter able to work with minimum
- Good command of English and report writing skills
- Demonstrated ability and experience in translating (English-Somali/Somali-English) training materials and other literature, and training sessions
Requirements (desired)
- Prior work with the police in Somaliland
- Experience in delivering Police training
REPORTING
- The National Technical Advisor shall report to the International Police Advisor and who will direct and manage tasking, and work closely with the Community Security and SGBV Lead in design and delivery of agreed training. They will fall under the overall CSSF project M&E reporting framework including on requirements related to quarterly and annual reports.
DELIVERABLES
- Monthly/ weekly plans agreed with the International Police Advisor
- Monthly and quarterly reports to the International Police Advisor, outlining the work that the advisor has supported.
- Any other reasonable deliverables as communicated by the International Police Advisor and Team Leader
LOCATION
- The position is based in Hargeisa, Somaliland, with some travel to field offices.

- Open to Somaliland nationals only.
