Terms of Reference (TOR) for Catering, Accommodation & Security Engagement

Purpose:
To ensure safe, comfortable, and well-catered accommodation for participants over five days, including secure facilities, professional catering, and risk-managed operations.

Location: Adale District, Middle Shabelle Region- Hirshabelle State of Somalia

1. Scope of Work

The service provider will be responsible for:

  1. Accommodation
  • Provide safe and secure lodging for participants.
  • Ensure rooms are clean, well-furnished, and suitable for single or double occupancy.
  • Include essential amenities: bedding, toiletries, Wi-Fi, and 24-hour reception.
  1. Catering
  • Provide  meals per day (refreshment & lunch)
  • Accommodation for SOYDEN staff members & Facilitators
  • Maintain hygiene standards compliant with national food safety regulations.
  1. Security
  • Ensure the safety of all participants, assets, and facilities.
  • Provide trained security personnel 24/7 at accommodation and event locations.
  • Coordinate with local authorities and follow standard security protocols.

2. Deliverables

  • Daily catering services for all participants.
  • Secure, comfortable accommodation for all nights.
  • Security personnel and measures actively in place throughout the activity

4. Reporting & Coordination

  • The service provider will report to the Event/field team daily.
  • Immediate reporting of security incidents, catering issues, or accommodation concerns is required.

5. Requirements & Qualifications

  • Proven experience in catering, accommodation, and security for similar events or missions.
  • Ability to provide trained security personnel familiar with the local context.
  • Capability to comply with health, safety, and hygiene standards.
  • Flexibility to adapt to schedule changes or emergency situations.

6. Terms & Conditions

  • All services must comply with national regulations best practices.
  • The provider is responsible for any damage or loss caused due to negligence.
  • Confidentiality and discretion are expected regarding participant information and event details.

All interested applicants are encouraged to either physically submit their applications to SOYDEN office in Wadajir District within Mogadishu or send to email: procurement@soyden.net. The submission deadline date and time is 5 May 2026, exactly at 5pm.

Any application sent after the stated deadline is considered as invalid and disqualified.
