Open tender for Procurement and Installation of 1 Desalination Unit in Baayir Borehole in Buuhoodle Town

1- Background

The intensifying drought has resulted to a widespread water crisis. Low rains in April to June will continue to lower the water tables and drying out of the most relied on water sources. Water scarcity has increased human and livestock disease incidence and has exacerbated inadequate access to sanitation and hygiene facilities, leaving households vulnerable to diseases like cholera and Acute Watery Diarrhea (AWD). The current worst affected regions include parts of Southwest State, Galgaduud, Sool, and Togdheer regions.

To increase access to safe water, sanitation, and hygiene services, the WASH cluster through Somalia Humanitarian Fund has provided funds to Candlelight to implement a project entitled; Emergency supply of safe water, sanitation, and hygiene services among drought-affected households in Buudhoole district of Togdheel region. The project aims to; 1) Provide and restore sustainable access to safe and equitable WASH services in targeted locations and 2) Deliver life-saving WASH assistance to reduce acute needs among most vulnerable settlements and communities in a dignified manner.

This TOR gives the technical specification and details required to purchase such high-tech equipment for the people of Buuhoodle. Companies producing desalination units that match the technical specification can send their proposal detailing their offer.

2- Objective of the assignement

To design, produce and install a containerized desalination system in Baayir Borehole in Buuhoodle Town of Togdher/Somaliland.

3- General System Requirements:

Based on previous experiences, Candlelight prefers desalination units that work through reverse osmosis due to its efficiency in producing softer water and the capability to remove minerals from brackish groundwater.

1- Detail Specification:

Skid – SS 304
Raw Water Tank – it must have an at least 2000-liter plastic or equivalent raw water collection tank mounted within the container.
Feed Pump – provide details specifications of the pumps (quantity, make, material, flow, pressure, electrical and power requirement)
Prefilters (Sand and Carbon filtrations) – provide quantity, make, flow, diameter x hight, pressure, material, and operation, power for backwashing)
Cartridge filter housing – quantity, material, make, size of filter, no of filter, micron rating)
High pressure pump (Ac + Solar) – provide details specifications of the pumps (quantity, make, material, flow, pressure, electrical and power requirement)
Chemical Dosing – provide details application, make, qty, dosing tank, stirrer, operation, power AC/Solar)
Reverse Osmosis Plant – Provide details of pressures vessel, quantity, No of Membranes, Type of Membranes, Pressure rating, Model no, and quantity
Control Panel – this should be able to control all the systems including pumps and CIP system. Power investors for feed pump, high-pressure pump, charge controllers … etc)
Instruments for measuring pressure and flow – product water, reject water, Product TDS, PH, Pressure Switch, Pressure Gauges LP/HP, and others.
Design Report including conditions considered – Maximum TDS of feed water – 3000ppm, TDS of product water, Feed water PH and Product PH.
Plant Design Basis – permeate capacity of the plan and minimum acceptable recovery is 75%.
Flow Conditions – provide details of the system flow to produce 6000lit permeat flow per hour.
Electrical details – provide assurance the system will work with Solar system and include the right capacity solar panels and a desiel gernerator to run the system on hybrid.
Container – provide details fo the container proposed, color and branding.
Chemicals and Parts – include at least 12 months spares, and chemicals (antiscalant and CIP cleaning chemicals). Include spares for two years minimum.
Disinfection – UV light is the proposed disinfection mechanism on this and it should be included in the offer with the right design.
Transportation: the Contractor Should Deliver the Desilination to the Site.

2- Scope of Work and Standard

Design the system and share the design report
Test the system in your workshop before shipment
Install, test, and train the selected community representative, private company, or government utility to operate the machine.

3- Deliverables

Containerized Hybride Powered Desalination units installed in Baayir Borehole in Buuhoodle Town, Togdher region of Somaliland
The desalination units provided the required quantities of pure water as described above (6000 lit/hour)
Adequate quantities of spare parts were maintained for repair and maintenance purposes.
Candlelight and local operators were trained and equipped with the basics of the unit operation procedures
The company is available to provide technical support for at least 12 months as a testing period

4- Evaluation and Award Process

The Request for Proposals will be evaluated both technically and then financially by a committee established to evaluate such works. The technical evaluation will have a score of 60%, while the financial offer will have 40%. The company that passes the technical evaluation securing more than 40% will be considered for financial evaluation.
