ToR for Qualitative Research Consultant for SOMJR Real Time Review.
1.1 Somalia Joint Response (SOMJR)
Somalia Joint response is a two-year integrated humanitarian project implemented under the auspice of Dutch Relief Alliance (DRA). The Dutch Relief Alliance (DRA) is a coalition of 14 Dutch aid organizations that has come together to establish a platform for improving aid coordination and cooperation between NGOs to enable them to better respond to major international crises in a timely and effective manner.
The DRA members collaborate in humanitarian interventions through the consortium-delivering greater impact than members operating individually. The Netherlands Ministry of Foreign Affairs (MoFA) partners with the DRA by funding Joint Responses. The SOMJR project is implemented by four DRA members and their national partners. These are Oxfam with SADO, KAALO and SSWC, World vision with Taakulo, Medair with SACIID, ZAMZAM Foundation, DA’WA and Vision Corps Initiative, and SOS children’s villages International. The SOMJR contributes to addressing gaps and needs in Food Security and Livelihoods, WASH, Health, Nutrition, Protection and Multi-purpose Cash. The partners provide an integrated response, addressing both emergency needs as well as providing medium-term livelihoods support.
The project started in January 2022 with expected date of completion of December 2023, thus nearing the completion of the first phase of implementation. The project is implemented in the three regions of South central, Puntland and Somaliland.
- Real time Review.
A real-time review is an internal rapid review carried out in order to gauge effectiveness, and to adjust or correct the manner in which the response is being implemented. It’s an interactive and flexible process that places more emphasis on the lessons identified and action points for future program design improvements. RTR primary focus is to support the response to be as effective as possible.
1.3 Purpose and objectives of the consultancy
The consultant will support SOMJR partners in undertaking real time review. Primarily, the process would be lead internally as peer-to-peer review would form the basis for the exercise. Interviews with partner staffs, government authorities and targeted communities would be conducted by project staffs. The consultant will be facilitating the discussions, with key focus on collating, analyzing and presenting the findings from the discussions in a reflection workshop and comprehensive report.
- Tasks and responsibilities undertaken by the consultant.
Qualitative Research consultant will be responsible for collating, processing and analyzing Real time review qualitative data. The consultant will manage participant data, facilitate and documents the interactive discussions, lead on the validation and reflection workshop and prepare comprehensive report of the Real time review exercise. Specifically, the consultant will undertake the following task and responsibilities.
- Assist with review and finalization of the data collection tools to adapt it to different program areas context and interventions.
- Assist with data management activities
- Support in the facilitation of in-depth interviews with staff from the project partners.
- Prepare discussion notes of the partner staff peer to peer interview sessions.
- Assist in interview documentation and data management
- Lead on the validation and reflection workshop upon compiling of the key findings to further discuss them with the partners and drawn on recommendations with clear action points for adaptions.
- Code and analyze qualitative data in qualitative software (e.g., Atlas.ti, NVivo) and present the key finding in themes and
- Assist in drafting/editing/proofing/presenting key research findings in written, oral and PPT format as needed
- writing the final draft report, sharing with partners and incorporate feedback
- Meet regularly with study team members to discuss emerging issues.
- Expected Deliverables.
- Reviewed DRA RTR tools with adaption to the context.
- Interviews and reviewed FGDs note in English
- Recordings, transcripts of the peer-to-peer interviews.
- Facilitate and lead on the validation workshop and representation of the draft data compiled and initial analysis
- Final Real time review report with all data collected, analysis, and other related files.
Skills and Qualifications
- BA/S degree in development studies, research methods, statistics, economics, social sciences, public policy, monitoring and evaluation, or other relevant field required.
- Minimum 5-7 years’ experience managing planning and implementation of qualitative research projects for international development/humanitarian programs; experience in resilience-focused programs preferred.
- Experience with qualitative methodologies and techniques (in-person and remote), including planning and implementation of semi-structured interviewing, focus group discussions, and/or most significant change methods in humanitarian contexts.
- Experience leading field work activities and managing field-based research staff responsible for data collection.
- Advance proficiency and experience with using qualitative data analysis software (e.g., Atlas.ti, NVivo)
- Strong written and verbal English and Somali communication and interpersonal skills to engage a variety of audiences.
- Experience working in Somalia is required with a strong experience in community engagement/participatory research methods.

- Attention to detail and superb note-taking
- Excellent on-line communication skills and experience using multiple communication platforms.
- Capable of multitasking, rapid decision-making, and work under time constraints
- Flexibility to adapt to changing conditions and requirements
- Strong team player with demonstrated interpersonal skills
- Line of Communication and Reporting.
The Consultant will report to Oxfam MEAL Coordinator and liaise with on day-to-day activities and on providing the deliverables for the assignment, with matrix reporting to program and Consortium Coordinator. The consultant is expected to closely work with selected partner SOMJR focal point persons.
The consultant will be engaged to provide service for an estimated period of 12 days, Final workplan with actual number of days will be further discussed during the initial preparation of the Real time review exercise.

The submitted proposal should include the following to be considered, any incomplete package will not be considered in the evaluation
- Updated CV with copy of related certificates
- Detailed narrative proposal explaining the methodology and the ways of working to complete the assignment
- Detailed workplan showing the steps and timeline of the assignment
- Detailed budget proposal showing the daily rate, number of days and taxes, note that in Somalia the tax rate is 6% tax for National consultant and 12 % tax for international consultants and this will be covered by the consultant. Note that financial quotation should include all the logistics, travelling, accommodation, printing … and other costs, Oxfam will not cover any additional expenses related to this assignment
