TERMS OF REFERENCE (ToR)

SURVEY WORKS FOR CONSTRUCTION OF EARTH DAM IN DAWACO VILLAGE, BADHAN DISTRICT, SANAAG REGION, SOMALIA.

BACKGROUND

Norwegian Refugee Council (NRC) has been in Somalia since early 2004 Over these years, the Norwegian Refugee Council (NRC) has demonstrated competence and expertise in working with displaced populations and vulnerable host communities in Food Security, Education, Water and Sanitation, Shelter, Information Counselling, and Legal Assistance. Since 2013 NRC has become one of the leading actors in Implementing resilience programs in Somalia and Somaliland.

In Puntland, NRC is implementing a Multisectoral response to meet the humanitarian needs of people affected by displacement and vulnerable host communities in Africa while enhancing the access to clean energy for environmental protection funded by Germany Federal Foreign Office (GFFO). NRC’s resilience program is intended to contribute to the resilience of the target communities to shocks of drought, flood, conflict, and diseases.

A need assessment planning process has been undertaken in two rural village of Dawaco located in Badhan District, Sanaag region. Analysis of priority actions to be undertaken in the village identified the construction of a medium earth dam for rainwater harvesting as a key intervention to support the community’s domestic, livestock, and agricultural livelihood. The earth dam is planned to serve large communities in the target location.

In order to identify a suitable site with optimal catchment area, NRC is seeking the services of a qualified, experienced, and competent surveyor to undertake topographical mapping and to develop a design and a layout plan indicating the most appropriate position for the earth dam with its ancillary structures and the water distribution infrastructure.

OBJECTIVE OF THE CONSULTANCY SERVICE

The main objective of the consultancy is to design and develop a lay-out plan for constructing a medium-sized dam in Dawaco village, Badhan District, Sanaag region. The earth dam is intended to provide adequate water for domestic, farming, and livestock watering.

LOCATION

This study will be conducted specifically in the following area and their surrounding: The consultant shall find a suitable location surrounding Dawaco Village where the facility will be constricted. The coordinates of the village is hereby provided Latitude: 10°12’6.38″N Longitude: 47°59’19.28″E

Consultancy-Specific Tasks

4.1 Detained Feasibility Assessment, including preliminary EIA

To carry out preliminary and detailed feasibility assessments, including topographical profiling/contouring to determine the catchment area and identify the most suitable site for construction of the earth dam within the target location,
To determine and indicate the positions and dimensions for constructing the ancillary structures, including the inlet, silt trap, and spillway. The spillway is the most important outlet and has to be designed to accommodate the anticipated peak flood. In addition, it has to be a permanent structure that will not erode. It is located at a level that allows for the required water depth, and freeboard ascertained at the site selection and investigations stage.
To assess the planned interventions’ environmental impacts and provide necessary recommendations.

4.2 Preparation of the design for the earth dam and a lay-out plan for the entire water supply system

To prepare design / technical drawings and specifications for the earth dam and ancillary structures to be constructed.
To prepare a layout plan for the dam and the entire water distribution infrastructure in the target location.
Approach / Methodology

The consultant is anticipated to conduct an office review of existing data. Then, fieldwork will be organized to collect actual on-site data through observation and precise measurements using various equipment relevant to topographical profiling (e.g., Theodolite, GPS machine, Real Time Kinematic, etc.). The relevant drawings will be prepared after that using engineering software and reporting using appropriate software.

The consultant is open to the suggested approach and should respond to this ToR, giving their understanding of the assignment and proposing an approach and methodology to be followed in undertaking the task.

Expected Outputs

The expected output of this assignment shall be a Technical Report providing the following information:

Contour map for the area indicating the position of the dam and all its ancillary structures, location of the elevated water tank, and distribution systems.
Lay-out plan together with surface levels for the entire water supply system indicating positions of the water distribution infrastructure, including the tanks and main distribution pipe network. This to be prepared in 2D and 3D
A design / technical drawing (Architectural, Structural), Structural calculations and detail technical specifications for the earth dam and ancillary structures and cost estimates
Report on the soil test from reputable laboratory in accordance to relevant international standards for Soil mechanics and earthworks
A report on the Environmental Impact Assessment indicating possible impacts and mitigation measures to be incorporated into the design. A summary of Environmental Management plan to be in cooperated in the report.

TIMEFRAME

The duration of the consultancy will be approximately fifteen days (15 days) from the date of signing the agreement. A proposed work and field trip plan will be developed during the initial consultation meeting.

REPORTING

The consultant shall report administratively to the Area Manager, Puntland, and technically to the WASH Specialist and WASH and Shelter Coordinator. The WASH CC will provide technical backstopping.

COST

The consultant will be responsible for their security while in the field, and NRC will not be responsible for any injuries or damages incurred during the assignment. The costs submitted must be inclusive of all anticipated expenses.

Skills and Qualifications

REQUIREMENTS AND EVALUATION CRITERIA

NRC seeks to invite qualified consultants/firms who meet the following requirements to submit their detailed narrative and financial proposal on undertaking the assignment.

The consultant/firm are required to submit the following mandatory documents from the Puntland government as a proof of registration

Copy of valid licenses from Ministry of commerce, Puntland
Copy of valid registration Certificate from Puntland Tender Board
Copy of valid passport or ID – (consultant/ individual only)

Important note:

The consultant/firmwho does not submit all the above mandatory government documents will not be considered for technical evaluation of the tender
The consultant/firm are liable for their own tax, VAT to local authority
Have a degree in Land survey, Agricultural Engineering, Water and Environmental Engineering, Civil and Structural Engineering, or related fields.
The consultant must have more than five years of undertaking similar works in Somalia or a similar context. Specific knowledge and experience in designing Water catchment structures, skills in appropriate engineering tools for mapping and, laying out, drawing engineering designs. (List of sites, year, client, and estimated dam size required).
Previous proven experience in similar works
Possess necessary resources to undertake works of such magnitude, including equipment, personnel, and ability to mobilize them on short notice (Include a list of equipment, Brand/Manufacturer, and CVs of the personnel to undertake assignment). The consultant must have modern and relevant land profiling tools, including but not limited to a Theodolite or RTK
Submit a detailed technical proposal on how they will undertake the assignment, including methodology, data analyses, interpretation, reports, and schedules. (List software to be used for analysis
Submit a detailed financial proposal, including all professional fees, report costs, and subsistence costs. Please note that all costs must be broken down into details (no lump sums, no contingencies, etc.)

Detailed Technical and financial proposal not exceeding four pages –: This should provide information on key aspects of the tools and methods the consultant proposes to use for this assignment. The document should demonstrate that the applicant understands what needs to be done and the possible deliverables. It should also include professional fees, subsistence costs, costs for developing contour maps and engineering designs, and costs for compiling the final report for the assignment. Please note that all costs must be quoted in US Dollars and broken down into details (no lump sums, contingencies, etc.)
Curriculum Vitae: CV(s) of all the personnel that will undertake the consultancy for the candidate
Example of previous work: This should be an assignment done in the last 1-3 years and include the contacts of the organization or person you worked for on this assignment.
