Terms of Reference (TOR) – Vehicle Hire

Purpose:
To hire a vehicle for official travel between Adale town and Mogadishu and within Adale town for program-related activities, ensuring safe, reliable, and timely transportation.

Location: Adale and Mogadishu to Adale & back

1. Scope of Services

The vehicle provider will:

1. Provide a well-maintained, roadworthy vehicle suitable for staff transport (e.g., SUV or 4×4).
2. Ensure availability of a professional, licensed, and experienced driver familiar with routes between Mogadishu and Adale.
3. Provide local transportation from Mogadishu to Adale & back qnd within Adale town as required.
4. Maintain fuel, insurance, and routine vehicle maintenance.
5. Ensure adherence to safety standards and security protocols during transit.

2. Duration

• The vehicle hire is required for the implementation of an activity within Adale and for travel from Mogadishu to Adale and back, as well as local trips within Adale.

3. Vehicle Requirements

• SURF or 4×4 TOYOTA, in good mechanical condition, with functioning seat belts and safety equipment.
• Licensed, trained, and professional driver.

4. Deliverables

• Timely transportation of staff according to the agreed schedule.
• Daily log/report of trips completed, including distances and times.
• Compliance with safety and security protocols throughout travel.

5. Qualifications / Requirements of the Provider

• Proven experience providing vehicle hire and driver services in Mogadishu–Adale routes.
• Knowledge of security and road conditions in South-Central Somalia.
• Ability to provide emergency support or backup vehicle in case of breakdown. 

6. Reporting

The driver will report to the designated staff member for daily schedules, updates, and transport requirements.

7. Application / Proposal Requirements

• Vehicle specifications and photos.
• Daily or trip-based rate quotation including fuel, driver, and insurance costs.
• References from previous clients, if available.

All interested applicants are encouraged to either physically submit their applications to SOYDEN office in Wadajir District within Mogadishu or send to email: procurement@soyden.net. The submission deadline date and time is 5 May 2026, exactly at 5pm.

Any application sent after the stated deadline is considered as invalid and disqualified.
