- Background
Nomadic Assistance for Peace and Development (NAPAD) is an Eastern African indigenous non-profit organization that envisions justice and peaceful society. NAPAD works with local communities and their organizations to ensure that vulnerable and poverty-stricken people in the Horn of Africa, particularly the pastoral and agro-pastoral communities, can enjoy peace, quality living conditions and sustainable development. This is done by amongst others supporting these communities to actively participate in and influence socio-economic and political processes that benefit them. NAPAD approach focuses on building community resilience and capacities of their institutions that provide basic services necessary for human security. She works with local communities to resolve internal conflicts, improve livelihoods, promote communal productive linkages and social capital.
NAPAD believes that peaceful coexistence among communities is a critical prerequisite for any sustainable development. In view of this, NAPAD’s programmatic pillars is education that aims at inculcating and transforming mindset of youngsters by imparting knowledge and skills that nurture attitude of tolerance and non-violence.
- Context
NAPAD exist to initiate programs supporting decent living condition of nomadic pastoralists and agro-pastoralists communities in horn of Africa. With the ever-growing effects of climate change, pastoralists communities are facing numerous challenges and uncertainties that threaten their wellbeing and economic lifestyle. The cyclic nature of the drought causes substantial reduction of pasture and availability of water leading to huge loss of livestock and shrinking space of livelihood. The urbanization, land grapping, displacements and undignified living conditions in the IDPs camps further exacerbates desperations and hopelessness. As a result of limited natural resources, upsurge population growth, absence effective state policies for land use management, competition over scare resources, proliferation small arms, massive presence of unemployed and unskilled youth in villages coupled diminishing traditional systems cause and perpetuate communal and clan-based conflicts.
Alongside growing threats to the pastoralism and livestock-based livelihoods, there is a proliferation of policies of peace-building, climate change adaptation, management of marginal land conservation, resilience and ‘sustainable development’ initiatives at the global, regional and national levels, which requires innovative thinking for reconfiguring programmatic priorities and focus on efforts to counter harmful development, promote positive reforms and put forward alternatives.
With intentions of mitigating the effects of the cited challenges while providing viable and sustainable community driven solutions, NAPAD requires well experienced, dynamic and thoughtful Consultant that is capable of translating the challenges into easily conceivable initiative and productive opportunities.
- Rationale
The rationale of this consultancy is to assess the effectiveness and efficiency of NAPAD’s current programmatic area, approaches, organisational structure and management system(s). In achieving its goals in the context of rapidly growing challenges and organizational expansion (staffing, budget, number of offices & countries), the consultant is required to review the strategic plan while recommending doable actions for changes or adjustments to ensure optimal organization and management to assist NAPAD in accomplishing its mission.
- Objectives
The overall objective of this assignment is to support NAPAD to achieve her mandate by appraising and revising her programmatic strategies, management systems and organizational policies/capacities.
4.1 Specific objectives
The specific of objectives of this consultancy is:
Review the existing strategic plan, identify its areas of weaknesses and devise two-layer strategic plan for comprehensive regional level and country-based plan.
Evaluate exiting organizational structure and functions of the Management/Board directors and propose fit for purpose organizational structure with clear distinctive complementary roles management model and representatives board of directors.
Assess current institutional capacities, policies and systems to identify areas of weakness and organizational development with clear and doable milestones.
- Methodology
The consultant should propose the methodology to be used to carry out the review. The proposed methodology should address sufficiently the preliminary issues and questions outlined within the ToR, specifying the specific review issues, questions, methods of data collection and analysis that will be undertaken. It should encompass a combination of both qualitative and quantitative methods. It should also allow for wide consultation (virtual/physical) with the management, staff, board members, beneficiary communities, local authorities/government representatives, donors/partners and other stakeholders. It is suggested that the methodology should include, but not be limited to the following, but consultants must propose their own methodology and justify and explain that proposal. The review will consist of three activities:
- Document review: The consultant will review of relevant project documents including:
- Strategic plan document
- Project proposal
- The Project Financing Agreement
- Annual work plans
- Monitoring, Evaluation and Learning Framework
- Project activity reports or deliverables including strategy documents
- Policies and operational manuals
- Project Quarterly and Annual reports (both narrative and financial)
- Minutes of meetings including project management and implementation team meetings, senior management team meetings etc.
- Project Audit reports
- Interviews:
Due to the challenges of Covid-19 Interviews will be conducted by virtual but also physical in some cases. Appropriate questionnaires shall be developed by the consultant and discussed with executive director and other members of senior management team for approval. Key informants will be drawn from the key project stakeholders including the beneficiary communities and respective local authorities and line ministries.
- c) Brainstorming session:
The consultant will organize thought-provoking session for the management and staff to discuss challenges, opportunities and strategies necessary for future of the organization.
- Qualification of the firm
The review team is expected by a firm including two experienced team members, one of them being the designated team leader. At least one team member should be female. The team will have the following competencies and/or experience:
Prior experience in organizational review and development of strategic plan of a similar nature and scope;
Experience in policies and strategies for development of pastoralists communities;
At least a master degree in institutional development, natural resource conservation and management or related fields such as, Environmental Economics, Natural Resources Economics, environmental science, climate change adaptation or resilience, Gender & Development or any other relevant field;
The Team leader will have expertise in one of the technical areas listed above as well as expertise and demonstrated experience in designing evaluation methodology and data collection tools and demonstrated experience in leading similar reviews/evaluations;
The role of the Team leader will be defining the approach and methodology, guiding and managing the review team, leading the mid-term review mission, drafting and revising, as required, the review reports and debriefing and presenting the findings in the forthcoming annual meeting.
Excellent knowledge of English is mandatory and the consultant firm should have a member conversant with the Somali context and language
- Deliverables/expected outputs
It is envisaged that the review will be performed through 5 phases – preparation, inception, research, reporting and follow-up and dissemination. Some key activities during these phase include development of research tools, document review, data collection, analysis/interpretation, report writing and presentation to key stakeholders. The key deliverable of the review will be:
i.) Inception report:
The consultant is expected to produce an inception report detailing the following:
- A comprehensive description of the consultant’s understanding of the Terms of
Reference and indicating any major inconsistency or deficiency in the Terms of Reference and proposed amendments.
- A detailed methodology for the review including the tools to be used in the review
- The proposed team members and a description of their respective roles.
- A complete work plan for the entire review period
- A proposal for the final report layout.
- Draft report
The consultant is expected to generate the first draft report by the end of the third week after inception of the assignment. This draft report will be presented and discussed with key stakeholders including the project teams, steering committee and the donor. Inputs from these discussions will be incorporated into the final report.
- Final Report
The final report shall be submitted within two weeks of receiving comments on the draft report. This report will be the detailed review report covering items outlined in the scope of this TOR with special attention to main findings and conclusions, lessons learned and recommendations. Issues requiring management response should be clearly outlined. The reports shall be written in both English.
- Schedule of the assignment
The review will be carried out for 25 man days and is scheduled to take place in the period between 6th January 2022 and 6th February 2022. Considering the scope of the assignment, the consultant shall develop and submit a detailed schedule for assignment and distribute the days accordingly among the different tasks.
- Payment schedule
The Consultants shall be paid the fees upon completion of the following milestones:
30% after submission and presentation of the inception report 30% after submission and presentation of the draft report 40% after the approval of the final report

In case of travel to the field, NAPAD will bear logistical costs which includes; flight to/from the field office, transport to project sites, VISA costs (if any) and consultant accommodation and meals while in the field). Kindly note, the costs of taxis to and from the airport is upon the consultant and are not reimbursed by NAPAD.
