TERMS OF REFERENCE WORK IN PROGRES (WiP!) LEARNING PRODUCTION.

INTRODUCTION.

Oxfam has been working in Somalia/Somaliland since the 1970s. Oxfam played a foundational role in supporting civil society development and has been called by many current and past partners “the mother of Somali civil society”. Support for women’s rights, women’s advocates, and gender equality has been a steady component of the program and many leading advocates for women’s rights, gender equality, and women’s issues were once partners or trainees of Oxfam. There are numerous examples of unique programming across youth and education, gender and emergency relief, resilience, WASH, and livelihoods. Over the years, the country office has produced an impressive range of policy briefings, reports and working papers that have drawn attention to issues, sparked discussions and influenced policies. Oxfam has three programmatic pillars, which are complementary and interlinked: just economy and economic development, inclusive governance and gender justice, and Conflict-sensitive humanitarian response, resilience to climate and fragility.

On the just economy and economic development, Oxfam works towards equitable economic participation and a fair share of resources across Somalia and Somaliland. It does this through a multiple interconnected projects focusing on skills development, business development services for youth and women, internships, and job creation initiatives for the un-employed youth as well as development of climate sensitive and resilient skills for rural youth. Working closely with Impact SMEs and building their capacities to access investment, scale up their operations and pioneer social development initiatives are part of Oxfam’s long-term commitment to enhancing entrepreneurship landscape in the market. Oxfam also works towards facilitating an enabling environment in the labor and business ecosystem through labor rights campaigns, policy influence as well as working closely and strengthening civil society influence towards equitable economic participation and putting youth and women at the heart of policy discussions.

ABOUT THE PROJECT.

The Work in Progress! (WIP!) the project aims to create employment for young men and women in Egypt, Nigeria, and Somaliland, prompting positive expectations about their future. This overarching objective will be achieved via three complementary pathways 1) increasing the supply of skilled youth by developing young people’s skills and capacities for (self) employment; 2) developing market demand by growing the small and medium enterprise (SME) sector so that it will create more employment opportunities; and 3) cultivating an enabling environment for youth employment. Work in Progress! Alliance partners bring their unique expertise to the project, making it possible to implement the holistic approach towards youth unemployment. The alliance includes Oxfam, Butterfly Works, Hanze University, VC4A and their local implementors partnering to deliver a program that combines service delivery, such as training, influencing interventions to change policies, laws, attitudes, and beliefs. This has proved successful in the last three years. The strategy engages young women and men from diverse backgrounds to be a driving force for social progress and optimism about the future in their respective countries and across Africa.

In Somaliland, the program aimed to mobilize investment, skills training, policies, and action to drive sustainable employment and enterprise development programs for youth and women in Awal, Borama, and Maroodi Jeex Hargeisa. The specific long-term outcomes include more young people finding paid jobs or becoming self-employed, startups seeing their businesses grow, SMEs seeing their businesses grow, and improved policies and changed attitudes stimulating youth employment and the business environment.

The learning production document aims to provide a comprehensive analysis of how the project has affected the lives of the youth and women it serves. The document evaluates the project’s performance, progress, and outcomes using the learning agenda developed during the project design stage. By examining the project’s achievements, successes, and best practices, the document can provide valuable insights into the project’s impact and identify areas for improvement. The learning document also looks at any innovations that the project has introduced and evaluates their effectiveness in addressing the project’s goals. Through this analysis, the learning production document can help stakeholders understand the project’s impact, best practices for youth employment and inform the future programme design.
