Terms of Reference Youth-led midterm Evaluation Phase II Work in Progress! Project.

Introduction:

Oxfam has been working in Somalia and Somaliland for over 40 years, predominantly with local and national partners, but also with some direct implementation. Oxfam has delivers both humanitarian and development programmes with a significant focus on advocacy and local/national civil society development. Thematic areas of programming include gender, water, sanitation and hygiene (WASH), food security, fisheries management, civic engagement, political participation and improving economic opportunities, particularly for women and youth.

Part of the current running programs is working in progress project which aims to provide economic development for marginalized young men and women. The 2^nd phase of the project was going on for the last 2 years. The project is aiming to review the project with mid-terms evaluation to assess how project has succeeded in delivering its objectives and outcomes. Hence Oxfam is looking for a team leader and 4 youth evaluators who will be commissioned to do the mid-term evaluation.

2. About Work in Progress!

The Work in Progress! (WIP!) the project aims to create more employment for young men and women in Somaliland rompting positive expectations about their future. This overarching objective will be achieved via three complementary pathways 1) increasing the supply of skilled youth by developing young people’s skills and capacities for (self) employment; 2) developing market demand by growing the small and medium enterprise (SME) sector so that it will create more employment opportunities; and 3) cultivating an enabling environment for youth employment. Work in Progress! Alliance partners bring their unique expertise to the project, making it possible to implement the holistic approach towards youth unemployment.

The project strategy combines service delivery, such as trainings for young people and for companies, with influencing interventions to change policies, laws, attitudes and practices. The strategy engages young women and men between 18 and 35 years old, from diverse backgrounds to be a driving force for social progress and optimism about the future in their respective countries and across Africa.

As depicted in the image below, the Work in Progress! project organizes its work along 3 pillars (or outcomes):

1. skills enhancement of young men and women (orange section)
2. entrepreneurship and business development (pink section)
3. enhancing the enabling environment (yellow section)

In the image, the outer circle shows the activities that are implemented through the project. The middle ring summarizes the short-term outcomes related to those activities. The central (curved) triangles show the long-term outcomes and the main objectives of the project.
