  • Introduction

CARE international humanitarian organization fighting global poverty and providing lifesaving assistance in emergencies. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace developments as well as mitigating suffering caused by drought, conflict and displacements.

Under the framework of vulnerable rural women programme, Community-led Capacity Strengthening for Fragile Context (C4FC) project considers the importance of building local partner capacity through the Community-led Capacity Strengthening for Fragile Contexts (C4FC) project. The project will strengthen the organizational systems of 8 LNGOs in Somalia/Somaliland. The objectives of capacity strengthening is to improve the organizational capacity of I& L/NNGOs to anticipate and respond to disasters in a transparent, accountable manner as per humanitarian norms and standards.

On the setting of the local community-led capacity strengthening, C4FC project intended to support with more careful attention to enhancing the knowledge and skills of the selected partners through innovative approaches to strengthen the capacity of local organizations who are on the front-lines of responding to humanitarian disasters. The current planned Capacity Strengthening is more based on the findings of the training need assessments. The outcome from the findings will determine what training is required and based on that can be organized in a set of sequenced trainings that addresses identified skill gaps.

Since the programme implementation capacity of the organisations is influenced by attaining an enabling environment in which the organizations have to take into account, C4FC project desires to undertake capacity development at the organization and individual levels to enable them undertake their responsibilities in an effective and efficient manners. It is in this regard, that the C4FC project is looking for to get qualified a competent consultant to support in undertaking training need assessment and produce highly quality report. The key assignment that consultant will be responsible include review of CDR TNA tools, OCA tools for NGOs/CBOs and collection of feedback from the partners. Hence, C4FC will hire experienced local scholars to administer the organizational capacity TNAs

  • Objectives
  • To conduct a comprehensive training need assessment that based on the tools developed by the consortium members
  • To review all existing and potential training practices and assessments related to programme and organizational policies related capacity building
  • Ensure that the collected data will produce desired reflection of the sort of the training to be delivered which the partner organizations can benefit, use effectively and efficiently.
  • Expected output:

The outcome of the TNA will reflect specific tangible results whereby joint decisions and action will be required as owners of assessments.

  • Working days excluded Fridays starting the sign contract date by the parties.
  • Duties and responsibilities
  • Under CNA, his/her role will include
  • Assess and gather information about an organization’s skills, experience and training levels related to carrying out Community Driven Resilience (CDR) activities.
  • Guide and coach key staff (Director and key C4FC project focal persons) participate in and provide up-to-date inputs.
  • Ensure that the online data collection processes are kept up-to-date
  • Assess the organizational and individual capacity of the partners
  • Ensure completeness of the forms for consistency and accuracy purposes.
  • identify capacity gaps at organization and individual level
  • come up with high quality report (data collection related and other day to day works)
  • the Consultant professional fee net is taxable and the consultant is responsible for the to pay 6% of tax of the total contract value.
  • Education:

At least bachelor degree or equivalent on organizational development-related discipline with focus on institutional capacity building and sustainable development

  • Experience
  • Minimum, 5 years of relevant experience in training, management of development projects on institutional capacity building.
  • Experience on capacity development and capitalization highly desired in governmental and non-governmental institution.
  • Knowledge of relevant to government institution context, issues of rural development and access to water services issues and communities
  • Practical experience in capacity development of LNGs, INGs, and government institutions.
  • Proven capacity for analysis and synthesis.
