Background
The NAFIS NETWORK, in close collaboration with the International Development Law Organization (IDLO) and the Ministry of Justice MOJ, is promoting a reformed and modernized Alternative Dispute Resolution (ADR) system through the establishment and operationalization of new Alternative Dispute Resolution (ADR) Centres in Hargeisa, Burao, Las-Anood, and Erigavo under DAMAL consortium ‘Strengthening the Social Contract through Access to Justice in Somaliland’ funded by the Government of the Netherlands. The program aims to foster the social contract in Somaliland by increasing the legitimacy of justice institutions. The overall goal of the program is expected to be achieved through three (3) intermediate outcomes: (1) improved access to an Alternative Dispute Resolution(ADR) mechanism and referral pathways, especially for vulnerable groups; (2) enhanced access to formal justice for vulnerable groups through holistic support to gender-based violence (GBV) survivors and affected communities; and (3) increased participation of citizens in Somaliland in accountability processes relating to the provision of security and justice. The specific mandate of each Centre is to facilitate the practice of ADR and settle claims and disputes at the community level, facilitating and increasing access to justice for the local population, particularly vulnerable categories.
Overall Objective
NAFIS Network wants to produce a Drama film capturing the challenges of access to justice for marginalized groups and Gender-Based Violation (GBV) survivors. Therefore, The Drama will mobilize communities to demand their right to access the formal justice system strengthening the awareness of the legal aid service in place and strengthening the access to the Alternative Dispute Resolution (ADR) mechanism and enforcement of formal justice.
It will change the attitude and perspective of the local community and will engage them to seek justice through the formal system. It will also increase more people to attach legal aid service providers.
Specific objectives
- The drama should be designed to provide required information and guidance to the urban and rural communities to seek justice through the formal system and encourage people to attach legal aid service providers.
- Writing scrip, shooting, acting, editing, and recording 5 – 6 minutes short film (drama)
Scope of work/ methodology
NAFIS Network is looking for a professional Film making and production firm to write the script, shoot, act, edit and produce a 5 – 6-minute short film (drama) about the importance of access to justice for women and girls and available Justice Assistance.
- script of a drama that is informative/educational, interesting, and suitable in the socio-cultural aspect of the target community.
- Develop an action plan for drama production
- Prepare the script of the drama and finalize in close coordination with NAFIS Network
- Conduct the drama at assigned venues/locations using a high-definition camera and audio system
- provide in USB Flash disk of complete drama (captured during the event) with high-quality video and photos with English subtitles.
Deliverables
- High-quality Drama about the importance of access to justice for women and girls and available Justice Assistance.
- English subtitles should be included in the video
Duration of the assignment
The process will start as soon as the agreement is signed between the two parties and accomplish the assignment within 15 days for scriptwriting, shooting, editing, and producing the final film.
Qualification
- Very skilled in scrip writing, photography, and videography
- Outstanding video and photo editing skills
- Good communication in English and Somali
- At least 2 years’ experience in working with NGOs in the production of Drama or documentary films

- All material and footage will remain the property/copyright of the Damal Consortium
- The production firm may not use, produce otherwise disseminate, or authorize other use, reproduce, or disseminate the content without prior consent from NAFIS Network
