TERMS OF REFERENCE(TOR)

INVITATION TO BID FOR DESING, ILLUSTRATION AND PRINTING OF IEC MATERIALS FOR SEXUAL, REPRODUCTIVE HEALTH RIGHTS.

1. Background

In Somalia, among many other challenges, there is low and poor access to sexual and gender-based violence services; limited availability of specialized service providers and psychosocial support services. Lack of mental health care services for traumatized women and girls are major gaps in GBV service provision in Somalia. In addition, discussion about sexuality is, culturally, a taboo topic. Traditional culture limits contraceptive and protective services and there is stigma around ASRH&R. Youth-friendly services are still limited in scope and coverage, where primary healthcare (PHC) centers lack appropriate services or sufficient providers with knowledge of ASRH&R as well as an environment that is youth-friendly. In view of this, there has been growing concerns on the need to prioritize adolescents’ sexual and reproductive health and rights (ASRHR) in order to improve girls’ capability outcomes.

ANPPCANSOM is Women and Child oriented local NGO that works in the Humanitarian and Development Sector and operates as a non-governmental, not-for-profit and non-partisan national institution. ANPPCANSOM Somalia is legal entity connected to the ANPPCAN Regional Office as one of the 28 ANPPCANS Chapters across the continent with principles policy directions aimed at effectively realizing its vision, mission and core values. The organization was founded by a team of Somali intellectuals who were concerned with the living condition of children and women in Somalia whose protective environment has been weakened due to more than two decades of conflict resulting in the collapse of institutions at all levels. The institution is registered in Somalia (2008) as LNGO and has operational mandate in the country.  UNFPA’s country program for Somalia purposes an initiative to assist adolescents, youth and women through different modalities in line with the United Nations Sustainable Development Cooperation Framework for Somalia, 2021-2025. In partnership with UNFPA initiatives stated above, ANPPCAN-SOM is implementing youth centered interventions in South-west, Jubaland and Banadir regional administration. The overall goal of the programme is to improve the health, well-being and rights of women, adolescents and youth, and the most vulnerable populations.

The program name “Adolescent Sexual & Reproductive Health and Rights Program is addressing the dire need for systems change to ensure current and future generations of female adolescents are educated, employable, and living a positive life. 

Hence, the program provides IEC materials for easier communication purposes. In this regard, ANPPCAN-SOM seeks to engage capable companies who provides printing services for DESIGNING, ILLUSTRATION and PRINTING of IEC materials.

The bid is open to eligible suppliers who are registered and operational in Somalia.

1. Specifications of the Printing:

ANPPCANSOM will contract win bidder to print different types of IEC project materials including brochure, stickers, pamphlets (details in specifications). The responsibilities of the contracted bidder are as follows:

i)                   Design and printing: Use the design developed by ANPPCANSOM. Some changes need to be made as per ANPPCANSOM instruction. Design should be finalized in consultation with and to satisfaction of ANPPCANSOM.

Specification and requirements

• Submit a Machine Proof of each of the materials to the ANPPCANSOM for clearance prior to final printing.

1. Ensure quality printing of the items as per the dummy approved by the ANPPCANSOM and Better Work ANPPCANSOM
2. Submit all the materials within the time-frame of printing.

• Payment will be made approximately within 30 days of delivery of the final product in good condition and accepted by the ANPPCANSOM and UNFPA
