Jubaland State of Somalia faces persistent challenges in water resource management and agricultural productivity due to recurrent droughts, floods, and the impacts of climate change. Communities in the region primarily depend on rain-fed subsistence farming and pastoralism, which are highly vulnerable to climate variability. Limited access to modern irrigation technologies, inadequate soil management practices, and insufficient sustainable water infrastructure further constrain food production and livelihoods.
To address these challenges, the Ministry of Energy and Water Resources (MoEWR) proposes the establishment of a Water Innovation Center (WIC) in Jubaland. The Center will serve as a hub for research, demonstration, training, and technology transfer in water management and climate-smart agriculture. It will foster climate-resilient practices, introduce innovative irrigation technologies, and build the adaptive capacity of farmers, water service providers, and youth.
Importantly, this assignment forms part of the wider GIZ-funded project on Climate-Resilient Water Resource Management in Somalia (CRWRM). Through this broader program, the Government of Jubaland and development partner(GIZ-CRWRM) are working to enhance water security, strengthen institutional capacity, and promote climate-adaptive solutions for sustainable development. The establishment of the Water Innovation Center directly contributes to these objectives by providing a practical platform for piloting, demonstrating, and scaling up innovative solutions in agriculture and water resource management.
This initiative will therefore complement both national and partner-driven efforts to build resilience, ensure sustainable food production, and secure water resources for vulnerable communities across Jubaland and Somalia at large.
- Objectives
The primary objective of this assignment is to design, construct, and operationalize the Water Innovation Center (WIC) facilities, focusing on agricultural demonstration and climate-smart practices. Specifically, the works will:
- Establish the physical infrastructure required for the WIC.
- Provide functional facilities for greenhouse farming, seedling propagation, and training.
- Demonstrate innovative irrigation and water management techniques.
- Strengthen resilience of local farming systems to climate variability.
The implementing partner/contractor will be responsible for the following works:
- Site Preparation and mobilization: Clearing, levelling, and grading of the site.
- Perimeter Fencing & Access: Construction of chain-link fencing with reinforced metal columns and installation of an iron gate.
- Water Supply & Irrigation: Installation of a complete drip irrigation system (filters, valves, fittings) and a minimum 200L water tank.
- Greenhouse & Nursery Facilities: Construction of a climate-smart greenhouse with galvanized steel frame and polyethylene cover, and a tree seedling nursery house (25m x 8m) with shading and irrigation.
- Supporting Agricultural Infrastructure: Construction of a storage room, a 150m² shade net, and a farm shed for training and demonstration activities.
- Soil & Crop Development: Soil preparation, conditioning, and establishment of organic composting facilities.
The contractor shall deliver the following output:
- Construction of physical infrastructure as per the bill of quantities and technical drawings
The assignment is expected to be completed within 45 days from the date of contract signing. A detailed timeline must be included in the Programme of works.
The selected contractor must demonstrate:
- Valid registration and licensing to operate in Somalia (MoEWR – Jubaland).
- Proven experience in agricultural infrastructure construction (greenhouses, irrigation, nurseries).
- Skilled personnel in civil engineering, irrigation engineering, and water/solar systems.
- Adequate machinery and resources for timely execution.
- Experience in fragile, arid/semi-arid contexts (preferred).
- Submission of:
- Company profile (with stamp)
- Valid business license
- Bank statements (last 6 months)
- References and evidence of past similar work (e.g., recommendation letters, LPOs, agreements).
The contractor will report to the Ministry of Energy and Water Resources (MoEWR) of Jubaland State, through the WIC Project Team. Regular progress updates, site inspections, and coordination meetings will be required.
Payments will be made against verified deliverables as will be indicated contract.
Bid submission instruction
Eligible and interested bidders are invited to collect the bid documents from the Jubaland Ministry of Energy and Water Resources Headquarters, located along Port Road, opposite Tawakal Hotel.
Bidders must submit their price quotes (one original copy) for the works specified in the Invitation for Bid.
All bid documents and supplementary materials must be received no later than September 28th, 2025, by 16:00 East Africa Time.
Please ensure that your complete proposal/bid, along with all required documents, is submitted in a SEALED ENVELOPE clearly marked Tender Ref: MoEWR/JSS/0030/2025 and placed in the tender box located at the main gate of the Jubaland MoEWR offi0ce.
