  1. Background

Since it’s founding in 1998 the University Of Hargeisa (UoH) has worked to cultivate skill in academia, it has produced high performing entrepreneurs, soldiers, presidents, ministers, doctors, architects, lawyers, humanitarian workers, economists, mathematicians, teachers.

University of Hargeisa started its operation in 2000 and has become the largest and leading chartered public university in the Republic of Somaliland. It is the leading higher education institution and is committed to providing a wide range of undergraduate and postgraduate degree courses. It is the goal of the university to give all graduates the skills needed for success in their futures careers and to contribute to wider processes of educational and professional development in Somaliland. “TOWARDS A BETTER FUTURE” Is our motto and we take pride in living it every day.

In 2013 University of Hargeisa (UoH) was established School of Social work with the support of Somaliland Diaspora scholars in Canada at the Carleton University of School of Social work, whose educational background were basically Social work. The University of Hargeisa, School of Social work since its inception in 2013, has produced four cohorts; the first of its kind had successfully graduated in 2017 and landed decent jobs around the country.

UoH, School of Social Work has an excellent track record on promoting children’s rights, regardless of the tremendous circumstances of women and children in a male dominated society. Within the partnership of humanitarian and development agencies, SSW implemented fruitful projects/interventions for the excluded and marginalized communities e.g. women, youth and children.

However, in September, 2021 UoH, School of Social Work and Plan International entered into partnership to implement a project titled “Champion of Change (CoC)”. The overall goal of this project is to ensure that vulnerable and excluded children, adolescents and young people – particularly adolescent girls – are protected from all forms of violence, including FGM/C and child, early and forced marriage and (CEFM) and the gender dynamics that drive it.

Champion of Change is an innovative model that promotes gender equality and girls’ rights through youth engagement and peer-to-peer mobilization. The model includes a comprehensive set of curricula for girls and boys, providing teams with cohesive tools for promoting girls’ empowerment and engaging boys to promote gender equality. The project will engage adolescents and youth to become agents of change by transforming their behaviour towards Female genital mutilation (FGM/C) early and forced marriage within their families and communities, including peer groups. The strategies will include; building self-esteem and confidence, assertiveness, leadership and management, social

networks and awareness of girls, engage boys to examine harmful masculinity and become champions of change, providing co-educational platform for boys and girls to dialogue, raising awareness of parents and caregivers on harmful practices, provide a platform for intergeneration dialogues, among others.

The Programme promotes positive coping and resilience among young individuals to sustain their protection, psychosocial wellbeing and healthy development. The Programme built personal skills as well as protective social networks of young people at family, friends and community level. Through a process of carefully selected sessions, build young people’s knowledge, skills and confidence so that they are better equipped to learn and thrive. This project responds to the need to transform dominant social and gender norms deeply entrenched in the patriarchal Somali culture that continue to promote the harmful practices. If the capacity of community actors (community leaders, men, girls, women, media, youth groups, health practitioners, etc.) and community structures are enhanced to break the silence and acceptance of harmful norms and practices against women and girls, then they will have knowledge and skills, be better positioned to speak up, sensitize the communities and advocate against harmful norms and practices.

To ensure effective utilization of the Champions of Change approach in Somaliland, UoH, and School of Social Work is soliciting applications from reputable consultancy individuals. The primary purpose is to translate and contextualize the CoC module with its relevant trainer’s guide into Somali to ensure its usability among the target groups in Somaliland

  1. The Purpose of the Consultancy

The purpose of the consultancy is to translate and contextualize the Plan’s global Champion of Change Module to ensure its wider suitability, relevance, sustainability, and usability to the context of Somaliland by all intended target groups.

  1. Scope of the Consultancy

The consultant will work directly with COC Project Officer to ensure the manual translation and contextualization meets the set standard and quality and will undertake the following specific duties:

A Global Champion of Change manual text, including text contained in figures, boxes, captions, sources and covers from the original (in English) version requires translation and proofreading from English to Somali

Ensure high quality of translation, accurately reflecting the meaning found in the original source language (in English) and rendering that meaning in the translated work in Somali;

Ensure that the translation is written with style, correct grammar and spelling and are well edited;

Ensure technical accuracy, including confirmation of technical terms and checks against usage in prior CoC translations to same language (if any);

Revision and correction in consultation with COC Project Officer

Replication of final layout based on original design or equivalent files from original version

Design adjustments to accommodate differences between languages, including increased word count, reversal of text flow (e.g. for Somali), script and stylistic differences, and other changes

Thorough proof-reading of laid-out translation;

Ensure the graphics and layout depict the original meaning or version in English and contextualized into Somali

Be in direct contact with Project Officer to discuss the precise scope of work and any specific expectations for manual to be translated.

  1. Expected Deliverables

A work plan on how this consultancy task would be approached and delivered within the required period.

Translated and contextualized Global Champions of Change module into Somali (Somaliland) with all its contents – trainer’s guide

Conduct review, validation and feedback session with UOH team and Plan international representatives

Design and submit the translated and contextualized visibility for champions of change manual

A final report for the consultancy.

  1. Inputs/services to be provided by UoH, School of Social Work

UoH, School of Social Work will provide background documentation, and Champions of Change English Manual

UoH, School of Social Work will support with the organization of virtual meetings when required and workshops.

Allocate a dedicated staff to oversee and supervise the implementation of the translation

Work with the Project Officer to review the progress Facilitate the approval of the manual with authorities

Provide financial support to the consultant on time based on signed contract agreement.

Ensure quality control during the whole process of the assessment. Facilitate the validation workshop for testing to enrich the discussion

Facilitate and Support the preparation of the two days workshop for testing the module with adolescents and young people

Review shared module and reports and provide clear feedback

  1. Required Qualifications, Skills and Competencies
  2. Minimum of a University bachelor’s degree in Education, Anthropology, Sociology,

International Development, Social Sciences and any other relevant field. A master’s degree in a relevant field will be an added advantage.

  1. A minimum of seven (7) years of experience in technical translation and contextualization of manuals in multiple sectors and for various clients in Somaliland.
  2. Expertise with translation and contextualization of text and graphics for training, learning and teaching materials, and/or educational materials or related fields would be a definite asset
  3. Client experience in translations for civil society, non-governmental organizations or government entities would be an asset/preferred.
  4. Technical competencies and qualifications of proposed translator(s) should be attached, including CVs, testimonials and certifications.
  5. Experience with a proven record of providing translation services from English to Somali in Somaliland
  6. Relevant sample of translated materials from English to Somali as proof of previous works should be submitted to School of Social Work or upon request
  7. Proven capacity to deliver translations to meet tight deadlines
  8. Proven familiarity or a record of accomplishment of working with the International NGOs, Government institutions and other such organizations would be an asset.
  9. Strong interpersonal, teamwork and communication skills
  10. Strong analytical and presentation skills.
  11. a) Proficiency in Microsoft Word, PowerPoint and graphics.

 any other related costs and required for the proper conduction of the translation

General Note: Considering the COVID-19 context and the prevention measures (curfew, social distancing, among others); face to face activities will have to take place in respect of the national prevention measures (use of protective masks, hand sanitizer, gatherings reduced to the number stipulated by the government guidelines, among others).
