WASH Engineer

Somali Humanitarian Relief Action (SHRA) was established in 1993 in Luuq District, Somalia with a purpose of addressing community development challenges, health and sanitation initiatives, primary education, food security and child protection. SHRA (Somali Humanitarian Relief Action) is tireless working to reduce community vulnerability and build resilient citizenship among the Somalis living in abject poverty due armed conflicts since 1990.

We are inviting highly motivated and qualified individuals to apply for the position of WASH Engineer to be based in Luuq, Gedo, Somalia.

The Position

Reporting to the Programs Manager, the WASH Engineer will be in charge of designing and implementing all WASH infrastructure in all WASH Project sites of the Organization.

Duties and Responsibilities

  1. Ensure the development of accurate Bill of Quantities (BOQs) and detailed technical drawings for all WASH interventions in liaison with the technical staff from relevant government authorities and implementing partners.
  2. Ensure timely and high quality completion of WASH interventions planned as part of emergency program’s work plans and strategies.
  3. Develop and implement monitoring/implementation plans for program activities, both within SHRA
  1. Ensure implementation of WASH activities adheres to minimum standards, including regular water quality monitoring and testing of constructed/rehabilitated water points/sources.
  2. Participate in day-to-day management of emergency WASH programmes, including recruitment, staff management, capacity-building, development of work plans, grant management and reporting
  3. Provide technical guidelines and advice to WASH staffs and contractors
  4. Identify training needs for the purpose of capacity building and sustainability of WASH projects.
  5. Act as resource person in workshops and training both in-service (formal) and on the job (coaching)
  6. Lead or Participate in WASH assessments, including interpretation of early warning indicators, and support to cluster and or other inter-agency processes.
  7. Regularly review and monitor WASH programme implementation and take corrective action when necessary.
  8. Ensure the sustainability of projects is place for longer term operation and maintenance of all water and sanitation infrastructure, including the provision of all necessary training
  9. Follow up on recommendation from external evaluation of WASH projects.
  10. Undertake field visits to monitor WASH programs and conduct periodic programme reviews with staff and NGOs
  11. Documentation of lessons learnt in WASH programs for wider dissemination
  12. Represent SHRA in the WASH cluster meetings and any other WASH related meetings and events

Knowledge, Skills and Abilities

  1. Bachelor Degree or Post graduate Diploma in Civil or Mechanical engineering
  2. 2-3 years’ experience in an infrastructure project (tender procedure, design, planning, implementation, budgeting, reporting, evaluation and monitoring)
  3. Independent, self-starter and creative
  4. Strong English and Somali communication skills (oral and written)
  5. Ability to travel across the country regularly for training, assessment, regular monitoring and evaluation
  6. A high level of diplomacy and networking skills is required
  7. Strong capacity building and facilitation skills
  8. Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina
  9. Ability to work without supervision
  10. Ability to work in and contribute to team building environment
  11. Ability to maintain performance expectations in psychologically stressful environments and physical hardship conditions with limited resources
  12. Able to use a computer, with word-processing and spreadsheets, (e.g. Microsoft Office)
  13. Able to use AutoCad and ArcGIS.
