Programme/Duty Station – Garowe, with frequent travel within Somalia

POSITION SUMMARY
The Water, Sanitation & Hygiene (WASH) Program Officer, will be responsible for the daily implementation, monitoring, and regular community consultation on WASH components of the Adeso projects in Puntland, Somalia. The WASH Officer will work closely with the Program Manager, Senior Program Officer (WASH Engineer), and Senior Program & M&E Officer, to ensure WASH-related activities are well implemented.
POSITION PURPOSE
The WASH/Program Officer will be responsible for the following key functions:
- Lead community consultation in the selection of the WASH infrastructure target sites
- Appropriately advise on the design of WASH facilities and guide proper technical implementation
- Support in monitoring WASH activity implementation.
SPECIFIC ROLES AND RESPONSIBILITIES
Program Implementation Support
- Support the quality and timely implementation of all WASH program activities in Somalia, based on best-practice and community-based feedback.
- Support community consultation processes alongside program teams and community hygiene mobilizers for the identification of WASH facilities;
- Engage respective communities in site selection of boreholes and other WASH infrastructure, as well as their appropriate use, while ensuring transparency and feedback processes are used in the community to maintain trust and adjust program activities accordingly.
- Assist in reporting on WASH program status and activities to the Program Manager and Director of Programs & Operations.
- Support the program team to develop and continuously revise the program implementation work plans to meet objectives, and clearly communicate these changes to Adeso leadership, partners and donors according to best practice and requirement.
- Support quality control throughout the program life cycle, including ensuring implementation of appropriate needs assessments, gender analyses, and other M&E tools and integrate them into program activities.
- Promote and address gender equality and social inclusion related issues in all programs, as well as minimizing and addressing other risks or vulnerabilities that threaten the lives of target communities.
WASH-Specific Technical Duties
- Carry out WASH needs assessments, including developing sound technical reports with clear recommendations for potential WASH activities and their implementation.
- Develop detailed bill of quantities (BoQ) for identified water facilities.
- Support the formation of the water use committees (post borehole construction), including developing MOUs, ensuring each committee is well versed on water facility operations and maintenance.
- Ensure established WASH facilities – either rehabilitated or constructed – meet international standards (WASH minimum SPHERE standards).
- Monitor water quality at WASH project sites through continual testing and undertaking activities to address poor quality
- Prepares monthly construction progress reports for WASH projects
- Verify the work done at site and recommend for the payments to contractor(s)/casual laborers etc
- Co-develop WASH training materials and guidelines
- Any other duties assigned as needed.
SKILLS AND QUALIFICATIONS
- A university degree or equivalent in the field of Water, Environmental Engineering, or Civil Engineering.
- At least 3 years of technical expertise in WASH, water, and civil works
- At least 3 years of experience in the construction of WASH work in rural contexts, including the construction of shallow wells, Berkads, borehole drilling, and dams
- Strong knowledge of SPHERE minimum standards
- Experience working in a humanitarian or other international NGO
- Strong computer application skills and the appropriate software
- A team player with good organizational and interpersonal skills.
