Project Background

Somaliland/Somalia has experienced three straight seasons of below-average rainfall, and is on the verge of experiencing a fourth underperforming harvest season in the forthcoming April-to-June 2022 Gu rainy season. Over 4.5 million people are currently affected by the drought a upward increase from the 3.2 million in December, 2021.

The devastating impact of the drought, combined with insecurity and recurring climatic and other shocks, including riverine and flash floods, desert locusts and the COVID-19 pandemic, has exacerbated the already precarious situation in Somalia (UN OCHA Somalia drought situation report, no 3 January, 2022. The Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP) 2022 estimates that 7.7 million people will be in severe need of humanitarian assistance in 2022, an increase by 30% from the previous year.

According to the WASH Cluster, 2.6 Million people in Somalia are facing water shortages due to severe drought conditions in Somalia. Water scarcity and drought conditions have contributed to increased water prices leading to displacements, diarrhoea-related morbidity and malnutrition in many parts of Somalia. The current worst affected regions include Gedo, Bay, Bakol, Lower Jubba, Galgadud, Mudug and parts of Bari, Nugaal, Sool, Sanaag, Togdheer, and Hiraan regions.

In view of the above humanitarian crisis, Agricultural Development Organization (ADO) will respond through a WASH based intervention in Odweine District, Togdhere Region. Through this intervention, ADO aims to reach a total of 3,840 households (28,040 individuals). However ADO is looking for professionally confident, self-motivated, experienced and committed team player to fill the Wash Project Officer Position in Odwayne- Somaliland

WASH Project Officer will be responsible for the day to day implementation of WASH project activities conducted by the field level, in water supply, sanitation and hygiene. WASH Project Officer will be responsible for the coordination with beneficiaries and local community, to ensure the successful implementation of all project activities, while supporting monitoring and evaluation thereof as well as representing, undertaking frequent visits to implementation sites.

MAJOR RESPONSIBILITIES:

  • Monitor the work, progress tracking and prepare regular progress of work to be submitted to the Area Office in charge.
  • Provide key support to humanitarian projects coordinator in overseeing WASH project activities implemented from Field Base and coordinate with the WASH Engineer on WASH activities implementation
  • Track and record information related to project beneficiaries, support MEAL Coordinator in handling requests and complaints with regard to implementation of projects, as directed by the Area  Project Coordinator and the MEAL team;
  • prepare and submit weekly and monthly activities progress reports with regard to project implementation to the  Wash Engineer  and Project Coordinator;
  • Maintain a filing system for all site memos and instructions, measured quantities of work,

Reports, and an electronic library of

  • Ensure all documentations is counter signed by the designated and responsible persons,

This include community representatives

  • Ensure that good quality of water is delivered to the beneficiaries through conducting regular checking on water sources.
  • Use lessons learnt in hygiene promotion and spearhead changes in the organization and

Stakeholders

  • Work with Hygiene and Sanitation clusters at community levels in identifying, mobilizing   And sensitizing target communities for water, sanitation and hygiene promotion
  • Create linkages between the communities and the project, the local government extension

Staff and the target communities in Water, Sanitation and Hygiene, promotion.

  • Participate in collection of useful data, success stories and beneficiary lists as required
  • Participate in preparing monthly/quarterly/annual highlights/ reports and proposals and Budgets for donors.
  • Cooperate with government institutions, non-government organizations, and the local communities, under direct guidance by Area Manager;
  • Any other duties as assigned by the Project Coordinator

Skills and Qualifications

  • University degree and/or equivalent in a relevant field such as Engineering, Social Sciences, Environmental Sciences, Business Administration, Project Management, etc.
  • 4- 6 years of work experience in a position related to WASH project coordination.
  • Experience working with NGOs;
  • Understanding of SPHERE standards in WASH and donor requirements;
  • Good experience in water, sanitation and hygiene programming;
  • Very good IT skills (MS Office);
  • Very good reporting skills;
  • Excellent interpersonal skills and ability to work successfully in a multicultural environment;
  • Excellent communications skills;
  • Good organizational and administrative skills;
  • Proven team management experience in humanitarian environments is preferred.
  • Ability to treat individuals with fairness and respect, demonstrating sensitivity for ethnic, cultural and gender differences;
  • Ability to work efficiently, under pressure and adapt to difficult conditions;
  • A high level of written and verbal communication in English and Somali
  • Experience in community services, women empowerment, youth activities, protection, distribution or registration.
  •  Experience in working with national partners, local/government authorities, and UN organizations.
  •   Experience working in an IDP camp setting
