Introduction
Wadajir Rural Development Organization (WARDO), WARDO is a civil society organization, WARDO has been working since 2005 in Somalia, it was established by group of Somali humanitarian and development workers who were dedicated and committed to social developments through education and youth development, agriculture and livelihoods, protection, emergency response and water and sanitation programs. WADAJIR Rural Development Organization (WARDO) is a registered and operational Non-Governmental Organization in South and Central Somalia, WARDO was registered in 2005 by the Federal Government of Somalia. The organization has its main office in Mogadishu and Baidoa, with regional offices in the other 4 FMS of South and Central Somalia (Jubaland, Galmudug, Southwest, and Hir-Shabelle).
Context analyses
Baidoa District remains one of the most critical humanitarian hotspots in southern Somalia, driven by prolonged drought, recurrent climatic shocks, and sustained displacement pressures. The Bay Region hosts hundreds of thousands of internally displaced persons (IDPs), with Baidoa serving as a primary hub for communities fleeing drought, food insecurity, and livelihood collapse in surrounding rural areas.
Activity description
Lot 1
Provision of water trucking
WARDO will deliver life-saving emergency water through a voucher-based water trucking intervention targeting 10,000 drought-affected people in (8) eight rural villages for 60 days. Working with local water vendors under formal agreements, the project will ensure safe, accountable, and cost-controlled delivery. Each beneficiary will receive at least 7.5 litres per person per day, prioritizing the most vulnerable households during peak drought conditions.
Lot 2
Water Bladders and shelter
The project will install eight water bladders, each holding 10,000 litres, to support emergency water trucking in targeted villages. The bladders will store water from approved vendors, ensuring reliable access and reducing waiting times and overcrowding. Each bladder will be placed on a prepared base with a protective shelter, tap stands, and proper drainage to maintain water quality and manage wastewater safely.

How to apply
WARDO invites qualified companies to collect BoQ and other bidding documents as specified herein below. Hard copy and soft copies of tender documents (tender notice/dossier) with detailed specifications can be obtained from WARDO offices.

Mogadishu: Area Adan Adde Hospital, Laami yaraha, KM5 Zoobe, Wadajir District – Mogadishu.
The deadline for submitting the tender documents is on or before 4:30 PM EAT on 12th February 2026.
