Present in Djibouti since its independence and collaborating with many partners including governments, civil society, NGOs, and other UN agencies, UNDP Djibouti works supporting people in several areas in line with the Sustainable Development Goals (SDG).UNDP needs to call on support for the creation of one website for partners on the ground.

Under the supervision of the UNDP Communication Consultant/Project Manager and in direct collaboration with its counterparts the web designer will develop a website with basic functionalities.The web designer will participate in a planning session with UNDP and its partners to understand the overall project objectives. Based on this planning session and this TOR, the company will develop a concept for the website which will share with UNDP for approval. The company will develop the visual concept based on the feedback and the content and images delivered by UNDP and its partners. The company will adjust layout based on feedback and comments. The website should be secured and editable by the counterpart via a web section which permit to upload pictures and update text easily. Therefore, the company will share the user manual and provide orientation training for site maintenance. The contracted web development company will give guidance on using the admin interface of the content management system. The contracted web development company will maintain full backup of the web site through the duration of the contract and deliver the backup, code and source files will be delivered in full to client on closing of the contract. The contracted web development company will follow the terms of the standard Service level agreement provided in the proposal.

The candidate should demonstrate their qualifications and proven experience in the graphic design and technical implementation of user interfaces in a web-based environment. Candidates should provide a portfolio containing examples of their achievement.

Education and Work Experience: Degree in web design, Computer Programming or technology In-depth skills in web languages and coding Min 2 years proven experience of web design Min 2 years’ experience in developing in well-known and widely used open-source platforms, such as Drupal, Joomla, WordPress, etc. Ability to handle hosting and future updates on request. Ability to develop an online interactive map module Understanding of End Users needs to match with adequate technical solutions. Strong track record in web site design; security and administration; Google analytics; Search Engine Optimization. Having the sense of judgment, the ability to work in a team, in an international, multicultural, stressful and difficult environment. Creativity, strong knowledge of design and view for details The service provider should speak French or obtain their own translator for supporting the implementation. Expected Results/ Deliverables 1. Link of fully operational website including DomainName and hosting with following specifications – Language: French and English with possibility to extend – Pages & Menu: Menu and submenu configurable through a Content management system Contact form Search function – Possibility to extend the website with an interactive map in a later stage – Pop up on the homepage (editable via content management system) – Search engine optimalisation: the content of the website must be indexed and searchable – Compatibility: the website must be compatible with the current versions of the following browsers (Chrome , Firefox, Internet Explorer, & Safari) – Browser Optimalisation: the website should be Optimized for all screens including mobile screens 2. User manual a of the content management system & training of end users.
