Purpose of Call for Proposal:

UN-Habitat’s Somalia Programme with the funding of SIDA, in cooperation with the Baidoa Municipality, South West State of Somalia, is launching a call for proposals (CFP) to seek partnership in the implementation of the urban regeneration component of the Youth and Urban Regeneration Project Somalia (YOURS). The Project requires the services of an Implementing Partner for implementation of community infrastructure upgrading, temporary and permanent housing/shelter, community engagement, protective services and emergency response through temporary cash for work and other support to displacement affected communities in Baidoa ADC and Kismayo Midnimo Village areas.  Hereby, close coordination and collaboration with the respective Municipal Authorities and the state wise organized coordination mechanism on Durable Solutions for Displacement Affected Communities is a crucial requirement.

The proposal must demonstrate how the Implementing Partner will contribute to the below outputs; namely:

1. Provide outline on transparent and accountable beneficiary selection criteria and processes and community engagement through support for local action groups incl. support to eight cultural/social cohesion events that can be used for HLP awareness (six in Baidoa project area, 2 in Kismayo Midnimo Village) and coordination with local authorities.
2. Contribute to locally developed solutions for permanent and temporary housing by using high amount of local building materials and through direct engagement of the beneficiaries in terms of construction training, provision of construction material, cash for work and HLP support for secured tenure on land designated by the Baidoa Municipality.
3. Designs and list of required goods and services (which will supplement the BOQs) for home-owner based construction of up to 300 permanent housing units (200 new construction, 100 rehabilitation and upgrading works). This includes coordinated site planning with UN-Habitat and engagement of community members from the urban regeneration project area for site preparation and drainage systems works and 10 solar street light along main access road, construction trainings and resp. supervisory work through capable local engineers.
4. Design and list of required goods and services (which will supplement the BOQs) for rehabilitation and/or extension of basic services in two facilities (health, education) with focus upon WASH in the Baidoa Project area including outline for PPP service provisions to ensure sustainability after project end, and one in the Midnimo Village area of Kismayo.
5. Provide description upon implementation of emergency response with focus upon temporary cash transfers to 200 beneficiary households in Baidoa project location, three water storage facilities and temporary water tracking services and 50 emergency shelter units in close coordination with Baidoa Municipality and resp emergency response coordination mechanism.
6. The Implementing Partner shall assist in preparing and presenting the results of the project activity to promote area based solutions for expanding and improving basic service provision incl. tenure secure housing/shelter solutions to facilitate replication and scaling-up across Somalia

Brief Background of the Project

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. It is the focal point for all urbanization and human settlement matters within the UN system. UN-Habitat envisions well-planned, well governed, and efficient cities and other human settlements, with adequate housing, infrastructure and universal access to employment and basic services such as water, energy, and sanitation.

UN-Habitat helps the urban poor by transforming cities into safer, healthier, greener places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. As part of its mandate, the UN-Habitat implements various normative interventions for sustainable urbanization in Somalia towards the achievement of the Sustainable Development Goals.

The objective of the Youth and Urban Regeneration Somalia Project (YOURS) is to contribute to sustainable urban development, building resilient communities and providing urban services and livelihood opportunities for residents and marginalized groups. Project locations are Baidoa, Kismayo, Mogadishu and Dolow.

YOURS has the following Outcomes:

1. Increased employment opportunities in market sector driven value chains under the sustainable productive sectors
2. Increased youth participation in peacebuilding and reconciliation efforts including engagement in local governance and national decision-making processes
3. Enhanced local social, economic and spatial integration of displacement affected households through urban regeneration and upgrading projects that expands the delivery of basic services
4. Improved/strengthened capacity of local authorities to implement durable solutions and youth development initiative’s across Somalia

Although there has been a momentum in addressing Durable Solutions at national, regional and local level, there has been – in fact – no reduction of the number of displacement affected people in recent years. Currently, the government figures indicate more than 3 million internally displaced people, and more are expected due to the impact of the current drought in many parts of Somalia.

Intention surveys and other studies undertaken in the past suggests that up to 80% of IDP do not intend to return to their place of origin for the foreseeable future for various reasons. Livelihood opportunities, instability and access to basic service are being cited as the main reasons for continued stay. However, most IDP live in peri-urban and peripheral settlements that lack basic services, especially in the WASH and education and health sectors, and offer little more livelihood other than small shops and occasional jobs. Re-settling from congested inner-city areas to remote vast areas or direct settling to designated areas during the time of arriving has been a preferred option by many political actors across Somalia but poses several constraints and challenges, for example contributing to further urban sprawl and spatial marginalization.

Government institutions so far have limited capacity to manage large-scale projects although some efforts are being ongoing and supported by UN agencies incl. UN-Habitat to upscale interventions by utilizing a combination of land value sharing and planning tools in conjunction with community-based planning and private sector engagement (see the new Saameynta project, launched on 20 March 2022). However, the bulge of protracted displacement continues to be found in urban built-up area; of course, with spatial differentiation as per project location. Therefore, the focus of YOURS is upon social, economic and spatial re-integration by utilizing the existing infrastructure facilities, primarily in the so-called ADC area in Baidoa-South, through expanding and improving basic urban services that benefit the hosting communities at the same time. A spatial area upgrading plan jointly developed by local communities, Baidoa Municipality and Humanitarian Actors provides the base for interventions and additional mobilization beyond the project duration. In Kismayo, the existing coordination mechanism for Durable Solutions shall be applied to coordinate further upgrading measures in the Midnimo Village area – a cluster of new settlements established to provide housing for displaced people. This approach takes into account the time-distance ratio as a relevant barrier for Somali households to access services such as school and health facilities that are more than 30 min away. [1] It also contributes to the Environmental Sustainability and Climate Resilience Strategy by pursuing the concept of cities of short distances, promotion of local building materials for permanent housing and temporary shelter and by strengthening urban resilience of government authorities and communities affected by displacement. Emergency response to the current drought situation is built in into this approach through repurposing of available funds and in a coordinated manner based upon the revised 2022 Integrated District Community Action Plan Baidoa to strengthen urban resilience of communities and local authorities.

What are we looking for?

In this call for proposals, UN-Habitat is looking for implementing partnerships with non-profit organisations that can implement urban regeneration interventions as per Outcome 3 of YOURS Project; mainly in Baidoa ADC-area[2] and to a smaller and limited extend in the Midnimo Village of Kismayo

To fulfil the above purpose, the following objectives are expected to guide the Implementing Partner.

Scope of Work

1)         Delivery and Performance

1. Develop, complete and update implementation plans for specific main activities and deliverables.
2. Manage the production of required outputs, taking responsibility for overall progress and use of resources and initiating corrective action where necessary.
3. Ensure that quality of work packages and deliverable complies with the implementation plan.
4. Monitor project progress ensuring that works are being executed properly.
5. Identify and anticipate in a timely manner, potential risks and issues and advise mitigating measures.
6. Report to UN-Habitat on a regular base and in those circumstances that put timely implementation of main activities on risk

2)         Knowledge Management and Innovation

1. Preparing and presenting the results of the project activity to promote area-based solutions for expanding and improving basic service provision incl. tenure secure housing/shelter solutions to facilitate replication and scaling-up of durable solutions across Somalia (brief, presentation, participation in knowledge management sessions of durable solutions actors)
2. Deliver specific trainings to the selected beneficiaries and assigned project staff from Baidoa Municipality upon protective HLP services and housing construction

The Implementing Partner will be expected to submit the following deliverables:

1. Inception report for implementation incl. tentative workplan, procurement and training plan
2. Report on transparent and accountable beneficiary selection criteria and processes and community engagement through support for local action groups incl. support to eight cultural/social cohesion events that can be used for HLP awareness (6 in Baidoa project area and 2 in Kismayo Midnimo Village) and coordination with local authorities.
3. Development of locally developed solutions for permanent and temporary housing by using high amount of local building materials and through direct engagement of the beneficiaries in terms of construction training, provision of construction material, cash for work and HLP support for secured tenure on land designated by the Baidoa Municipality.
4. United Nations Partner Portal (UNPP)

The UN Secretariat has joined the UN Partner Portal (UNPP) on 31 August 2021. UNPP is the result of collaboration among UN Organizations and connects civil society partners and UN agencies. The portal was launched in January 2019 and is currently utilized by a growing number of UN Common System Organizations (UNHCR, UNICEF, UNFPA, WFP) to support partnership opportunities and facilitates a more efficient, harmonized and streamlined interaction between UN Organizations and their civil society partners, thereby eliminating duplicative efforts. By registering on the portal, partners create an online profile which lets UN agencies know about your work and how you can be contacted. It also allows partners to explore partnership opportunities issued by UNFPA, UNHCR, UNICEF, and WFP.

Going forward, all international and national non-governmental organizations that wish to be considered for partnership opportunities with the Secretariat will need to register and create a profile on the UN Partner Portal. Following a verification of the profile information, partners will be eligible to apply to partnership opportunities with the UN Secretariat as well as all other participating UN Organizations.
