The Ministry of Finance has received financing from the World Bank toward the cost of the Somalia Crisis Recovery Project, and intends to apply part of the proceeds toward payments under the contract for Procurement of Essential Covid-19 medicines and kits, laboratory reagents and other essentials countrywide.

The Ministry of Finance, Federal Government of Somalia now invites sealed Bids from eligible Bidders for procurement and delivery of Essential Covid-19 medicines and kits, laboratory reagents and other essentials as per Section VII – Schedule of Requirements.
Bidding will be conducted through open national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 1^st 2016 revised November 2017 August 2018 and November 2020 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.
Interested eligible Bidders may obtain further information during office hours 09:00 AM to 4:00 PM (Local Time) from Saturday to Thursday at the address given below.

The bidding document in English may be obtained free of charge by the interested eligible Bidders on the Ministry of Finance Website and/or Somali Jobs Website.

Bids must be delivered to the address below on or before April 14, 2022 at 9:00 AM (Local Time). Electronic Bidding will be permitted. Bids must be encrypted using a password that will be provided by the Bidder one (1) hour before the closing time of submission of bids. Bids submitted after the deadline will be rejected. Bidders will receive a Google Meet invitation to attend public Bid opening bids on April 16, 2022 at 10:00 AM (Local Time) in the presence of the Bidders’ designated representatives and anyone else who wishes to attend at the address below.
All Bids must be accompanied by a BID-SECURING DECLARATION using the form included in Section IV, Bidding Forms.
Your attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
