Section I – Invitation for Quotations (IFQ)

The Somali Disaster Management Agency (SoDMA) invites qualified and reputable contractors to submit sealed quotations for the renovation of the Somali Central Warehouse located in Mogadishu (in front of the seaport).

Scope of Works

The works include but are not limited to:

1. Roof replacement with gauge 28 iron sheets (approx. 2,000 sqm), including translucent sheets.
2. Anti-rust treatment of steel trusses.
3. Installation of insulation sheets (approx. 2,000 sqm).
4. Installation of curved ridge.
5. Preliminaries, dismantling of old roof, transportation and safe disposal of debris, mobilization.

Quotation Requirements

• Detailed cost breakdown (BoQ format provided in Annex 1).
• Company profile and valid registration certificates.
• Evidence of similar works completed in the last 3–5 years.
• Work plan with timeline (max. 3 months).
• Warranty for roofing and materials (min. 6–12 months).

Quotations must be delivered in sealed envelopes or by email (if applicable) no later than:
31 August 2025 at 12:00 PM (Mogadishu Time)

Section II – Instruction to Bidders

• Language: All documents shall be in English.
• Currency: Prices must be quoted in United States Dollars (USD).
• Validity: Quotations must remain valid for 60 days from the submission deadline.
• Delivery/Completion Period: Maximum of 3 months from contract signature.
• Site Visit: Bidders are strongly encouraged to conduct a site visit, at their own cost, before preparing quotations, to fully understand the scope of works and site conditions.

Section III – Eligibility Requirements

Bidders must submit:

• Valid Business License issued by the Federal Government of Somalia.
• Valid Tax Registration Certificate issued by the Ministry of Finance, Federal Government of Somalia.
• Company profile with at least 3 years’ experience in construction/renovation works.
• Proof of at least two similar contracts in the last 5 years.
• Signed & stamped quotation (mandatory).

Section VI: Evaluation Criteria & Scoring (100 Points Total)

1. Technical Evaluation (70 Points)

• Experience in Similar Works (20 points): At least 2 completed warehouse/roofing renovation projects.
• Technical Compliance (25 points): Proposed materials meet specifications (iron sheet gauge, insulation quality, and anti-rust treatment).
• Work plan & Delivery Timeline (15 points): Feasible plan within 3 months.
• Warranty (10 points): At least 6–12 months defect liability.

2. Financial Evaluation (30 Points)

• Price Competitiveness (30 points): Lowest evaluated cost among technically responsive bidders.

Section VII: Contract Conditions

• Defects Liability Period: 6–12 months after completion.
