Provision of Protective Equipment, Monitoring Tools, and Sanitation Supplies for Community-Based Flood Protection Activities

1. Background

The Ministry of Energy and Water Resources (MoEWR) of Jubaland State of Somalia, with financial support from GIZ under the Climate and Water Resource Management Programme, is implementing the project titled “Nature-Based Flood Protection and Capacity Strengthening for Safeguarding the Kismayo Urban Water Supply System in Yoontoy.”

The Kismayo Urban Water Supply System is a critical public utility that provides potable water to the residents of Kismayo city and surrounding communities. The system abstracts raw water from the Juba River at Yoontoy, serving as a key infrastructure investment aimed at strengthening urban water security, improving public health outcomes, and supporting sustainable urban development.

Despite its strategic importance, the intake structures and associated facilities are increasingly exposed to climate-induced risks, including recurrent flooding, riverbank erosion, sedimentation, land degradation, and hydrological variability. These environmental pressures pose significant threats to infrastructure integrity, water quality, operational continuity, and the long-term sustainability of water service delivery.

In response to these challenges, the Ministry of Energy and Water Resources and in partnership with GIZ, is implementing a range of nature-based solutions and community-based interventions to strengthen flood resilience and protect critical water infrastructure.

As part of these efforts, MoEWR intends to engage a qualified contractor/supplier to provide essential materials and services that will support community-based flood protection activities, riverbank monitoring, environmental awareness campaigns, and safe participation of local workers in project activities. This includes the provision of protective gear for community workers, riverbank monitoring markers and field measurement kits, as well as personal protective equipment (PPE) and sanitation supplies for community events and mobilization activities.

These interventions will contribute to strengthening local capacity, improving environmental monitoring, enhancing community participation, and ensuring the protection of the Kismayo Urban Water Supply System from climate-related risks.

2. Objective

The objective of this assignment is to procure and supply protective gear, monitoring tools, awareness materials, and sanitation supplies to support community-based flood protection and environmental monitoring activities.

3. Scope of Work

The supplier/contractor will be responsible for providing the following items and services:

1. Protective Gear for Community Workers

Provision of protective equipment to ensure safety during field activities, including:

• Durable protective gloves suitable for environmental and manual work.
• Protective boots (water-resistant and durable) for community workers involved in riverbank monitoring and flood mitigation activities.

1. Riverbank Monitoring Tools

Supply of equipment required for monitoring riverbanks and water levels, including:

• Riverbank monitoring markers for measuring and recording changes in water levels and riverbank conditions.
• Basic field measurement kits, including measuring tapes, markers, and simple monitoring tools for community-based data collection.

1. PPE and Sanitation Supplies for Community Events

Provision of personal protective equipment (PPE) and sanitation materials for use during community mobilization activities, workshops, and environmental campaigns. These include:

• Face masks (if required for hygiene and safety).
• Handwashing supplies such as soap and handwashing containers.
• Basic sanitation materials for maintaining hygiene during community events and field activities.

4. Expected Deliverables

The supplier/contractor is expected to deliver the following:

• Complete supply of protective gear for community workers.
• Delivery of riverbank monitoring markers and field measurement kits.
• Provision of PPE and sanitation supplies for community events.

All materials must meet acceptable quality standards and be delivered within the agreed timeframe.

5. Implementation Period

The assignment is expected to be completed within 30 days from the date of contract signing.

6. Reporting and Coordination

The contractor will coordinate closely with The Ministry of Energy and Water Resources – Jubaland. All deliverables must be submitted and verified by the designated project focal point.

7. Qualifications of the Supplier

The supplier/company must demonstrate:

• Legal registration and authorization to operate.
• Proven capacity to deliver quality products within agreed timelines.

8. Payment Terms

Payment will be made upon successful delivery, inspection, and approval of all materials in accordance with the contract agreement. 

BID SUBMISSION INSTRUCTION

Eligible and interested bidders are invited to collect the bid documents from the Jubaland Ministry of Energy and Water Resources Headquarters, located along Port Road, opposite Tawakal Hotel, on or before 03^rd February 2026.

Bidders must submit their price quotes (one original copy) for the works specified in the Invitation for Bid.

All bid documents and supplementary materials must be received no later than February 03^rd, 2026, by 16:00 East Africa Time.

Please ensure that your complete proposal/bid, along with all required documents, is submitted in a SEALED ENVELOPE clearly marked Tender Ref: MoEWR/JSS/0002/2026 and placed in the tender box located at the main gate of the Jubaland MoEWR office.
