These Terms of Reference (ToR) specify the details for the final technical external evaluation of the above-mentioned project implemented by the organization Plan International Spain at both sides of the border, working along with implementing partners Plan International Ethiopia and Pastoralist Concern, in Ethiopia; and Plan International Somalia/Somaliland and Taakulo in Somalia/Somaliland. The main donor of this project is the Spanish Cooperation Agency (AECID, due to its Spanish acronym) and the duration of the project is 12 months (from 1st October, 2022 to 30th November 2023).

Somaliland and the Somali region in Ethiopia have been facing a complex, multi-layered crisis for the past three decades. Insecurity and conflict compound the effects of recurrent droughts, floods and, more recently, COVID-19 and desert locust infestations, causing a major humanitarian crisis. COVID-19 has had a severe impact and measures restricting movement, closures of government offices and schools have increased the risks of child protection and sexual and gender-based violence. In the worst affected areas, people are forced to migrate to survive, some people send children with relatives to remote towns or villages where they are forced to seek income.

Three consecutive failed rainy seasons affect the Horn of Africa with severe consequences of acute food insecurity among pastoralists and farmers, increased risks for children as more children are left alone, displaced in search of livelihoods, increased child exploitation and violence and abuse against children, especially girls as child forced marriages and FGM increase.

Plan International Spain, Plan International Ethiopia and Plan International Somalia/Somaliland have been working together with their local implementing partners (Pastoralist Concern in Ethiopia, and Taakulo in Somalia/Somaliland) to save lives and alleviate the suffering of the displaced families and host communities by addressing basic needs and protection risks that affect children, adolescents and young women.

  1. Purpose of the evaluation and background

2.1 Project Objective

This project has aimed to ensure access to gender and age sensitive child protection services, Sexual and Gender Based Violence (SGBV) response services and risk mitigation measures through meeting the basic needs of the population displaced by the effects of drought and host communities in the cross-border areas between Gabiley district, Maroodi Jeex region in Somaliland and Awbere and Wajaale woredas in the Somali region in Ethiopia. In this way, the specific objective for this intervention is to strengthen child protection and response to SGBV of the displaced and affected population in these regions.

  • Result 1: Girls, adolescents and women in vulnerable situations have met basic humanitarian needs and mitigated immediate protection risks. This result includes reducing the protection risks for girls, adolescents and women through cash distribution (MPC) to meet humanitarian needs.
  • Result 2: Women, adolescents and girls displaced by drought and host communities have received support to access services and measures to mitigate SGBV risks. Result 2 is focused on supporting drought-displaced girls, adolescents and women to access SGBV risk mitigation services by mapping and strengthening existing services, as well as disseminating information about the existing services.
  • Result 3: Child population displaced by drought and from host communities have accessed inclusive and quality protection services. This result includes improving access to inclusive and quality CP services by strengthening Child Friendly Spaces and mechanisms for case management, as well as providing psychosocial support.

A total of 8.552 people are being assisted through this project in the cross-border area. 480 women (230 Somalia/250 Ethiopia) have received cash transfers to cover basic needs. 1.200 women aged 14-24 (600 Somalia/600 Ethiopia) received dignity kits and information sessions on SGBV response services. In Somaliland, 12 volunteers from 3 villages are trained in SGBV prevention and response and child protection and have conducted information sessions on available services targeting 600 people. In Ethiopia, 60 gender club leaders in schools received training on protection and SGBV in order to disseminate it to the school population and their families (250 people). In Somaliland, 300 children and adolescents (at least 55% girls and adolescents) are assisted and 50 children and adolescents received emergency transfers and 200 children and adolescents received psychosocial support. In Ethiopia, 20 community leaders, 20 health staff, 20 social services staff (at least 60% women) will receive training and sensitization on gender-based violence. In Somaliland, the 12 trained volunteers will disseminate information among the responsible services in the area. 6 safe spaces (4 Somaliland/2 Ethiopia) providing services to 6.000 children and adolescents will be strengthened.

2.2 Evaluation Objective

The evaluation will focus on assessing the implementation of project activities and analysing whether those activities led to the achievement of the planned results as well as the project objective. In this sense, the evaluation will gather the necessary data to examine the reached vs. proposed target concerning the project indicators. Likewise, the evaluation will include a rigorous analysis of the project design, counterpart participation, ownership, administration and management of resources and the impact on beneficiaries (for both direct and indirect).

As a result of this evaluation, recommendations from the evaluator/s are expected to improve the quality of future projects. The findings, lessons learned, and recommendations obtained in the evaluation will be disseminated among Spanish, Ethiopian and Somalia/Somaliland actors involved in the project, and will be used by those responsible for project implementation mechanisms to improve resource management. The evaluation work will take place in both countries, Ethiopia and Somalia/Somaliland.

  1. Actors involved

Actors involved in the program and assessment were selected with a gender perspective, considering working groups disaggregated by gender, age and disability (SADDD) to promote equal access for children, adolescent and youth.

Participation of stakeholders:

  • Communities and leaders.
  • Host communities’ representatives.
  • Participation in focus groups: Population of the target communities.
  • Children and adolescents who participated in the project activities.
  • Relevant government authorities.
  • Other humanitarian actors.

  1. Scope of the evaluation

The final evaluation shall cover a period of 14 months from the start of the project on October 1st, 2022 until the end of the project on 30th November 2023. The evaluation will cover Awbere and Wajaale woredas in Ethiopia, and Faraweyne, Bali Cabane and Alley Badey in Somalia/Somaliland.

The final evaluation will cover the main areas of intervention and evaluate the main results concerning the indicators of the project, considering the impact of gender, inclusion and protection mainstreaming of the project. The main areas include:

  • Impact/effect of MPC transfers and extent to which basic needs were covered.
  • Response to the immediate needs of drought-affected population.
  • Establishment of Child Friendly Spaces and One Stop Centres.
  • Distribution of dignity kits.
  • Distribution of NFIs.
  • The role of social workers, health workers, and community volunteers.
  • Service mapping and information dissemination among community members.
  • Community awareness activities on SGBV and CPiE.
  • Community participation in project activities.
  • Cross-border approach/coordination.
