CALL FOR PROPOSALS

TITLE:	DESIGN, SUPPLY, INSTALLATION, TESTING AND COMMISSIONING OF GRID CONNECTED SOLAR HYBRID PV SYSTEMS FOR FORLANINI HOSPITAL IN MOGADISHU AND GALKAYO REGIONAL HOSPITAL IN PUNTLAND

The overall objective of NIS Foundation’s Somalia Programme is to support political stabilization and reconciliation in the country by enhancing the legitimacy of the authorities in the eyes of the communities they serve. EU Peace Dividends delivery in Somalia is a four-year initiative currently being implemented in multiple regions of North and South-Central corridors of Somalia by Nordic International Support (NIS) Foundation. The Objective of the project is: to contribute to stability in Somalia by strengthening state legitimacy and capacity to deliver services and creating inclusive and sustainable economic opportunities for local communities. As a part of this objective, NIS allocated funds for two hospital serving COVID-19 patients and in response NIS is seeking proposals to design, procure and install grid connected solar PV system for the following hospitals:

Design, supply and install grid connected 100 kWp solar PV system for Forlanini hospital in Mogadishu.
Design, supply and install grid connected 75 kWp with 85 kWh lithium-based energy storage that to be coupled with an existing 36.72kWp PV system for Galkayo regional hospital, Puntland.

Bidding companies are requested to provide full detailed technical solutions within the following parameters:

All system equipment must have a functioning lifespan of at least 20 years for PV panels and 10 years for power electronics.
All materials and equipment must be proven to perform in extreme environments relating to heat, humidity, wind and dust.
Full technical specifications are required for all equipment and should conform to all international standards.
A detailed description of the proposed solution including energy calculation (yield per hour plus variation over the year), Single Line Diagrams of all system, layout of the mounting structure and AC board design.
All components used in these proposals required to be from Tier one long term suppliers, best in their class and providing the highest industry quality and standards.
SMA products such as power converters and Multicluster/grid box (where applicable) are the recommended products in this proposal.
The required ground works for levelling and concrete foundations will be done by NIS, and the supplier have to provide concrete foundation drawings.
Destination port for Forlinini hospital’s grid connected 100 kWp solar PV system is CIF port Mogadishu. The container(s) to be SOC containers.
Destination port for Galkayo regional hospital’s Grid connected 75 kWp solar PV system / 85 kWh lithium-based energy storage is CIF port Berbara. The container(s) to be SOC containers.
Custom clearance works and goods inland transportation will be handled by NIS-foundation and the supplier should send complete shipment for each project and for any split shipments, the supplier will will be responsible for any associated cost.

Inverters and power electronics

All inverters must be adequately protected (against overvoltage, spikes, lightning strikes, etc., and harmonics with fault ride through technology. All inverters must conform to international standards and have relevant certificates and permits.

Spare parts

As part of the system the contractor must include extra a minimum of spare parts, including solar modules (10), DC cables (500m) and cable connectors(50pcs).

Warranty

The proposed system must carry a guarantee against design and workmanship for a at least two years; all solar modules must carry a minimum performance warranty of at least 80% yield after 25 years, plus a produce warranty of at least 15 years; all inverters and power electronics must carry a minimum 5 year warranty.

Follow up and servicing of installation

This tender must include provisions for servicing and follow-up for a period of not less than one-year from the PV plant’s commissioning, including the deployment of technicians and replacement of any faulty components at the contractor’s own cost.

Project timeline

Please provide a tentative timeline for the contract from procurement to the system installation and commissioning. Please provide detailed workplan.

Proposal format

Interested companies are required to provide the following details:

Information about the firm’s background (updated company profile).
Company business website to see energy solutions/services the company provided to the clients and featured reference projects.
Previous relevant experience (5 years at least) in the installation of Solar PV hybrid systems and have working experience in Somalia is preferable. Attach at least 5 contracts of over 50kWp Solar PV hybrid system capacity from previous contracts.
List of proposed key professional personnel who worked with the company for a minimum of two years, indicating expected level of effort (attach CVs).
Description of the approach, methodology and Work Plan for performing the different components of the assignment: sourcing, transport, installation and training of local technicians (max 2 pages for each component);
Detailed activity budget (BoQ) with comments(if any); and
Three letters of recommendation from INGO/Government institutions.
